The European Council of Civil Engineers (ECCE) is proud to announce its endorsement of the Luxembourg Declaration on Public Procurement, joining forces with the Architects' Council of Europe (ACE), the European Council of Engineers Chambers (ECEC), the European Federation of Engineering Consultancy Associations (EFCA), and the Order of Architects and Consulting Engineers of Luxembourg (OAI) in support of this vital initiative.
The Declaration was adopted on the occasion of the high-level conference "Architects + Engineers: Partnership for Resilient Design", held in Luxembourg, bringing together organisations representing nearly 1.5 million architects and consulting engineers across Europe.
The Luxembourg Declaration advocates for a transformative shift in public procurement practices, focusing on:
As the representative voice of civil engineers in Europe since 1985, ECCE firmly believes that high-quality procurement procedures are essential to delivering a resilient, sustainable and high-performing built environment. The Declaration aligns with ECCE's long-standing mission to promote excellence, innovation and ethical standards in engineering practice across Europe.
ECCE President, Mr. Platonas Stylianou, commented:
"Public procurement must become a lever for excellence and long-term value in construction. By endorsing the Luxembourg Declaration, ECCE reinforces its commitment to a future where the built environment meets the highest societal, environmental and technical standards."
The Declaration also echoes the ambitions of the New European Bauhaus, recognising the importance of design quality and cross-disciplinary collaboration in creating sustainable, inclusive and aesthetically enriching spaces for all.
ECCE invites all stakeholders in the construction and engineering sectors to support the principles outlined in the Luxembourg Declaration and to work together towards a procurement framework that enables resilient, high-quality, and forward-looking solutions.
